It's 4 digits first two month then second two for year so 1208 means December 2008 your tyre was born..

There is also more than 1 system or standard with tyre date stamping if memory serves. (or there was an older system and a newer system).
Having said that, can 'new' tyres de-laminate like that, I always thought that the carcass and tread where moulded at the same time? Or heat treated (vulcanised??) then chemically bonded to pretty much make them 1 hunk of rubber?
A lot of those tyre failures look to be the de-lamination of a retread???
I'm obviously no expert on this... just the first thing that came to mind.
