iirc road deaths for p platers increased in the 2 years following the introduction of the restrictions. I don't have any links at the moment, but it was discreetly reported at the time.
Longer term it may have worked but you will never know because there are a lot of other factors involved i.e. Young drivers owning safer cars. The only accurate data would be within 3 years of the laws coming in so you could actually prove that the restrictions is what did it.
