Umm, he does realise the Terri is STILL being built on the BA’s Platform? With the Falcon’s engine & running gear? How long can they keep that up? No new Falcon means no new Terri.
If he means the Badge, then sure they can slap a Territory bade on imported Explorers, that ought to work real well.
