No need to remove tyres, mask around them.
Use 120 to rub them back to start with. Its time consuming but if you take your time and do it right the results are rewarding.

Remember to lightly sand back your undercoat so as to cover any light gutter rash. Plenty of light coats so the paint doesnt run.

Follow the steps outlined above for proceedure.

Yes sanding back the colour coat does dull the paint, but it gives a nice flat surface to lay on the clear coat. Then when or if you use some cut and polish on the clear you wont have to worry about breaking through the clear coat.
