Have you actually looked into the criteria you need to meet? The categories are:

*Hail Damage
*You owned it before the accident
*Inherited vehicle (I assumed this would be a person getting XXXXX's special car after XXXXX killed themself in it)
*Motorsport Vehicle - Applications for exemptions under this category may be considered in combination with controlled, conditional registration
