Default Redefining hooning???..

Teen driver nabbed with nine passengers

Police say the learner was driving an unregistered sedan with false number plates

Police say the learner was driving an unregistered sedan with false number plates (AAP: Alan Porritt, file photo)

* Map: Mornington 3931

A 17-year-old learner driver faces a series of charges after he was caught with nine passengers in his car south-east of Melbourne.

Police pulled over the sedan at Mornington just after midnight (AEST).

Acting Sergeant Patrick Hayes from Victoria Police says the sedan was unregistered and had false number plates.

He says eight people were crammed into the back seat.

"A majority of the occupants were in the back of the vehicle in the rear seats," he said.

"There were some lying across others some were on the floor and obviously the driver and passenger in the front."

Acting Sergeant Hayes says the occupants were returning home after a party.

"The driver really had no explanation," he said.

"He admitted to being a learner driver with no experienced driver in the vehicle.

"There was really not much more he could say with people finding nine other people in the vehicle."

The teenager will be charged with a range of driving offences, but police could not impound the car because he had not breached hoon laws.

Victorian Premier Ted Baillieu says he is shocked by the incident and will consider toughening anti-hoon laws.

"This is the equivalent of what we know as hooning," he said.

"Somebody who is being grossly irresponsible, putting at risk a large number of people in a vehicle, that's in my view hooning.

"Now if there is a gap in the legislation we'll deal with it.
"
While we all did silly things when young, actions like this just give more and more ammo to the pollies to make more and more idiotic laws....
Not defending the young lad at all either, but fake plates on an unregistered car....
(Oh and the car was an AUII!, not the usual suspect)

Wasn't the goal back in the 70s when you had a Mini to try and fit as many people as possible into them? My dad managed 9 people lol. Still, dangerous to be driving around like that - especially unlicensed.

This is what happens when politicians try to score points off a situation well under control,
this little monkey will be dealt with appropriately under the existing regulations because
he is both unlicensed and uninsured, both are huge no nos even before we get to overloading.
If the police charge him with dangerous driving, it becomes a criminal offence, not traffic....

I doubt this guy will see his license in a long time and if he is caught again risks jail time...

What is happening to Victoria. Soon you will not be able to change lanes without being deemed a hoon.

Maybe they should look at calling people who drink drive hoons and impound there cars. Not some kid who did a stupid act.

The term is thrown around way to loosely these days. It's bureaucracy gone mad almost.

Like every one, I'm all for safe driving. I wont discount that at all. But when you're labelled a 'hoon' for exceeding the speed limit by 5-10kms for example. What happened to it simply being a speeding offence rather than "A breach of anti-hoon laws"?

Completely agree...but I'm under no illusion that the next person will be any better. Even those who start out with the best intentions, end up either out of office or beaten into submission by the 'majority'.

Eventually the term 'traffic offense' will not exist. Every law you break in a car will be called hooning.

I saw some guy only flash his indicator once while changing lanes today. Couldn't help myself but yell out "***** HOON" Then I realized that abusing other drivers was also classed as hooning....... whoops.

Why call it Hooning?

May as well call every traffic offence Automotive Manslaughter - isnt that how the hooning law is written?

Mark Webbers dad agrees:

This isnt hoon behavior, its stupid, uneducated behavior, but far from hooning. It sounds to me the gov want to make this an example and place a blanket rule of this situation to gain more acceptance amongst the public.

Why are the parents held more responsible rather than penalizing 'other' roads users with nanny laws?

It's funny how everyone calls it hooning, but when you go to court for an offence, they do not actually call it hooning. For example if you get caught doing burnouts, you are charged with careless driving, loss of traction.

Hooning is just a word made up by the media, so I guess any wrong thing on the road could be called hooning.

I do think Ted Baillieu is trying to win votes, and make it look like the government are actually trying to solve a problem.

I recall an incident from the late 80's/early 90's where some ridiculous number of people crammed into I think a Triumph Stag, crashed on again I think Ballarat Rd near Sunshine and caught fire. Killed a few too because they couldnt get out.

As they all will, and do. It does not mean any laws will change. More likely, a study, an inquiry, and then more noise. Followed by another incident on the roads, rinse and repeat, until there is a groundswell in the public at which time the government will make some silly law that solves nothing.

Of course all this depends how much else there is for the media to report on.

Your right, but wrong kinda. It has to be a Hooning natured offense, Then they can impound your car. Because old mate here wasn't driving like a "hoon" they cant impound the car.

F'n nanny state!

The guy didn't even have his licence yet

Yet again an unlicenced driver gets the hoon tag and the licenced drivers get hit with the penalties!!!!!!!

Obviously the states nanny rules aren't working with the kids these days!

How about try something different like driver education in schools? No they can't do that as that will cost the government money!

Its not like this hasn't been done before right? I don't see the shock and horror.

i dont really have any issue with whether its "hooning" or not. The fact was that there were nine other people who there that were also behaving badly and look like they are going to get away scott free?

Perhaps they have already been fined for not wearing seatbelts(which you can be if over 15 or 16), but perhaps if we instituted some harsh punishments and fines(losing their licence/learner's permit, being banned from getting a licence for 5 years etc) for being in a car that is "hooning" then we would make young people think carefully about egging on the driver or perhaps not even getting in the car when they know the driver is an idiot that is going to show off.

So there may be an innocent person stuck in a car with an idiot driver who gets copped with a fine, if all that happens to them good. Im predicting the detterent effect on others could see a rapid change in behaviour.

It's the implication that the word hooning has...

This isn't a case of hooning, so much as pure and blatant stupidity.
