Default Anti hoon proposal W.A.

A while back I heard about a proposal in which members of the public could provide evidence of hooning which the police could then use. Does anybody know if or when this proposal will come into effect?

In legal defence - easily played. Not just with admissability, many many avenues for an accused with smart counsel.
