Default P-Plate power laws and traveling interstate

Just posting in the other thread, I thought of a flaw in the P-Plate Car limits laws. Where I live, in NSW, the laws for what car I drive say that the engine must not be forced induction or V8 and up. However, in Vic, I beleive the law is flat out <125Kw/Tonne.
So my piont is, if your car is legal in Vic, (for example Territory Ghia Turbo@114Kw/Tonne) but illegal in NSW,(due to turbo) where your going on holiday etc, what can happen, what are the punishments.
If my logic is flawed, I apologise.
