Default Rouge bike riders and accountability

I’ve seen several dash cam vids where cyclists or illegal dirt bike riders have crashed into cars, resulting in some form of damage. It appears as the innocent car driver takes in what has just happened, the rider picks up their bike and takes off.

Theoretically what can a car owner do in this situation to hold the bike rider accountable, can they detain them by force and call the police…
Can they prevent them leaving the scene and demand sighting of ID for their insurance company to chase up?
In the case of no injuries are police even interested in attending the scene and holding them accountable?

Makes me sleep better at night I drive a $2k shitbox into town, if something like this were to happen.
