I've got a WP XR4 that has Pedders springs all around and unknown shocks. It's fairly low and the ride is probably too harsh for everyday use. How does the Bilstein B12 kit with Eibach springs compare to the Pedders in ride quality?

Chalk and cheese frankly but then there is a massive gap in quality between the two as well.

Have you thought about Gaz products? I have the Gold, adjustable rate, coilover series in my Escort and rate them highly.
