that looks like a mid 80's chinese initrigation device called the nissimo effect
they come park it at you place untill you crack and told them what they want to know
even still got the comunist fist on the side and as roumer has it , it was a simular but older version that helped harold holt leave australia in 67

Yeah it just appeared one day from the year 1983. It needed some plutonium fuel and the driver was ****ed the local corner store didnt yet sell the stuff.
