I mean, if they could even be bothered? Internet crime is rampant and will go up not down.

Can you even do a charge back from regular savings accounts to other savings accounts?

Good luck, let us know how it goes.
Assuming he didn't try AT ALL to hide his IP address we could find out his address in under 15min if the website he posted the ads on is willing to provide us with his public IP. Then we could ask the internet provider what customer the IP address belongs to. Although they do change if they aren't static so you'd need a time from the website of when the ad was created, at which point the internet provider can look at the logs (not too sure with a dynamic address)? Otherwise with basic tools on the interwebs, we would only get an approximation of his location. This would all require a warrant from the police, and only they would be allowed to get the info.

As for chargebacks from a savings account, I am not sure.

sorry but I'm unconvinced he's a scammer, major or otherwise

your description and details of the 'scam' are poor plus others have now jumped in and posted stuff that is unrelated

the Verada is a different colour to the RMS records.....that's fairly common
minor issue and everything else is right including rego expiry date

obviously if he's selling a car you can meet him and probably at his home address, what's the secret then?

sounds more to me like a communication problem and perhaps the guy or guys are backyard dealers hence the various names and numbers

have you called him or tried calling him again and spoken to him?

Serious? It's clear the op has tried to make contact to no avail.

You seem to be active in just about every thread about scams.
Not accusing you of being a scammer (maybe your a cop, or someone who investigates these kinds if things?) or anything, but you do seem to have a keen interest in scams.

Under Freedom of Information Act, Police and you can get this info.
I believe with Bank accounts they need a warrant, not 100% on that though.

Where from?
I think that act is only for police use. Not any Joe blow.

And id say this is where the law gets twisted. What about the privacy of information?

Scum
Now when we sell phones or any simcard, several forms of ID are required and all details are recorded on a legal document provided by the government before we sell the phone/sim card. However, he may have found a way around the paperwork...very sneaky.

The freedom of information act is for joe blows. I've used it but of course there are restrictions and costs involved. As you said some info is private and restricted to authorities but there is a lot that is freely available if you are prepared to pay the costs of the searches and to establish your bonafides.

Otherwise anyone could get a sim and discuss plans for illegal activity and not be traced. I remember sometime ago a rep from Telstra telling me you can put in any random info but even with correct info I have trouble activating sims for my clients, so not sure how the fraudulent route would work.
Where theres a will theres a way^^^^^^
