Proof is a specially made coin, not for circulation. They have a mirror finish, some have a "frost" on the raised part of the design. Usually very low mintage.

In 1930, they were experimenting on the design of the coin. They actually didn't release any pennies in 1930. However, the experimental ones that we good were released in the 1931 mintage.
Checkout www.australianstamp.com and they should have some more information on it there.
