If your referring to people getting done for speeding in an overtaking lane to get past others, or speeding while overtaking I know plenty of people done that way. In fact years ago one of the favourite spots for radar traps was the end of an overtaking lane. Gotcha.

The police should have the power to book people for speeding, but they should only use that power if they are driving dangerously. In fact there should only be one charge, dangerous driving, and exceeding the speed limit should be just cause for that charge. Symantics I suppose, but it would re-enforce the point rather than merely the letter of the law.
