Dunno, but this is posted in the wrong spot - should be in the pub; the pits is for racing.
At a guess, he may mean stamp duty, transfer fee etc. Ring and ask is the only way to know for sure.

If it was a car site like carsales then the --* Price does not include government charges-- could be just standard format for the page.
Or like JC said, Transfer fees, RWC, stamp duty etc.
