Bit of an odd regulation that one: not significant enough, historically, to require the preservation of those records in Australia, but important enough to not allow them to leave the country. End result is the company either needs to spend significant effort and dollars to preserve them in Australia under their own initiative, or just let them rot here.
If this statement really is true, then why don't Ford stump up the cash and get the archives stored appropriately here, without government intervention? Quote:

Surely they should be able to come up with some sort of undertaking where the material is loaned to the US for scanning, and then returned back to Australia?

All the US records are being scanned by an external company. Ford UK is being scanned by a UK Archival company Why they can not use an Australian Archives company to do same here is beyond comprehension.

Its a part of Australian History, but essentially it belongs to Ford USA as the Australian arm was (is) a subsidiary of that, so really we are returning the docs to their rightful owner to be scanned and preserved, simple answer really.
Why should Govt. care or not? Its not intelligence information.

They have funding to do it in the US. An entire building devoted to it, fully staffed, with funding to match. We have none of that here.

Private members bill raised in parliament to create legislation specifically targeting Ford Australia would fix this problem quite easily, you could do this at a state level or federally.
If you export it to Detroit there's absolutely zero guarantees that anyone outside of the US, they would easily be able to block access outside of the US, if they even want to digitise it and make it accessible. Either: A) Force them to digitise it all and store on Australian based servers or donate to a local museum in Melbourne through legislation. B) Let it rot and no one has it. I saw some one say on another forum, to send it all to China to be scanned.
That way it will cost less and they can copy the designs and we will have new Falcons to be able to buy again. Small details might get lost in translation, but maybe we could see a new XY GT with a milkshake maker sticking out of the hood with a 1.8lt motor for example.
