Ford have a 5year paint and panel gaurantee. IF your car is older then you need to have just that panel re-done. Rub back, maybe a sand blast and re finished.

just rust protection is a bit of a farce im afraid.

ring the dealer that sold you the car.

i had rust cut out of mine when i bought it in august 2005 as well. although i think i was still in rust warranty. just.

BUT if they put their 'rust protection on it' then you should be sweet. call em tomorrow.

That to me is a strange place for rust to appear. When I put Phillips Silver Vision globes in mine I had to take the light assembly out and the RHS one had a bit of surface rust underneath where the light assembly sits. The bracket assembly where the bumber attaches too.

I'd second that, fixed a hell of a lot of rust in cars over the years and that is a truly odd place for rust to appear, the only way I can see it happening is if the paint has been damaged at some point and repaired without the surface being treated properly, is the rust penetrating or just surface rust under the paint?
The only way to fix it properly is to have the area rubbed back, (sandblasted preferably) chemicly traeted with phosphoric acid to neutralise any remaining oxidation and have it refinished, being a rear quarter panel it isn't going to be easy or cheap to have it done properly
