You'd need an engineer's certificate, to approve the change in the front seating, to approve the seat belt fittings, and mainly to approve the extra seating, as to what's stated on the compliance plates.

Front Bench seat is your only safe option, although the car is still only allowed to seat five legally.

Not just legal, but safe for everyone too

Wouldnt be pleasant if in the case of an accident if there were more people crammed into the back seat and as a result of dodgy seat belt some passengers were injured or worse. You'de be held responsible and have to live with whatever the outcome was also

My mother had 2 seatbelts put into the rear of a Mazda 323 panel van. It was not legal.

In the early 90`s I had an XD and I needed the seating capacity for 4 children and 2 adults
I was not removing the bucket seats unless absolutly nessasary.
So a quick visit to Vic Roads and all was solved
If the seat belts were for children I was alloud to have 2 lap belts in the back provide that they were of the same type and could buckle in to each other,
the new seat belt point was to be centered between the other points
No engineers report nessasary
All that was required was to drill a hole inthe floor and use the correct fixing bolt to an original anchor point (from another car)Because I was just drilling a hole the size needed for the bolt to pass through and the anchor point was under the floor it was as stong as the factory fitted points
the Thing with the matching belts was that an adult could still be secured in that seat.
Vic Roads even had a broucher for this.
