Actually, it does. Both define "codes" that represent letters. Both are used over radio waves. And Both have existed for longer than you have been alive!

The phonetic alphabet was devised to assist in communication when the quality of signal was low or the accent of the speaker was difficult to understand by the listener.

The yanks (surprise,surprise) use a slightly different version to the rest of the world.
The pronounciations are not exactly as you would expect e.g. quebec is pronounced key-beck, nine=niner, decimal=dayseemal, papa=pah pah etc.

The idea is clarity and accuracy.
